The government in Shenzhen has lowered theincome benchmarks for the first time since 1999 to soften the impact of the financial crisis on local companies.
為緩解金融危機給當地企業帶來的影響，深圳市政府下調了本年度工資指導價，這是1999年以來首次下調。
上面的報道中，income benchmark就是“工資指導價”，也叫“工資基準”，benchmark在這里指a standard by which something can be measured or judged，即“基準、標準”之意。
例如：His painting sets the benchmark of quality.他的畫成為衡量繪畫品質的標準。
政府制定income benchmark是為了用人單位和求職者在商討薪資待遇時有個基本的標準，一般都包括high-level、medium-level 和 low-level income benchmark.在投資領域，我們有時候也會看到income這個短語，不過就跟工資無關了，指的是“收益”，比如fixed income benchmark(固定收益基準)，fixed income securities(固定收益證券)，net income(凈收益)等。
